If alcohol, drugs or other substance abuse is determined to be a primary factor in the domestic violence arrest, a mandatory chemical dependency evaluation shall be conducted. The results of the chemical dependency evaluation and any compliance with the recommendations of the evaluation may be considered by the Court prior to sentencing. A person convicted of domestic violence shall be ordered to participate in appropriate counseling which may include domestic abuse and/or substance abuse counseling…A follow-up assessment shall be done at the completion of the mandated counseling.
