(a) The State Superintendent of Education shall establish a committee of no more than 21 members to make recommendations to the State Board of Education to change the professional educator licensure requirements and Professional Educator License renewal requirements for kindergarten through grade 12 teachers to include demonstrated proficiency in adverse childhood experiences, trauma, secondary traumatic stress, creating trauma-responsive learning environments or communities, as defined in subsection (b) of Section 3-11 of this Code, restorative justice, and restorative practices on or before October 1, 2024.
