(b) Service Plan Pending Adjudicatory Hearing. After the preliminary inquiry hearing,
and prior to the adjudicatory hearing, the ICWD shall hold a conference with the parents or legal
custodians, and all attorneys and/or spokespersons, and the child, if appropriate, and any other
persons who may provide helpful participation, as approved by the ICWD. For each child and
parent or legal custodian, willing to work cooperatively with the ICWD pending the adjudicatory
hearing, the ICWD shall develop an appropriate service plan for each parent, legal custodian
and child, designed to protect the child’s health and safety and to reunify the family, if possible.
The plan shall be detailed and specific as to:
(1) The areas in which the family needs assistance;
(2) The services required to address those needs;
(3) Who will provide those services;
(4) The time lines to which the family and the ICWD will be held for completion of
services; and
(5) How the family’s progress, or lack of progress, will be measured.
