961.001 Declaration of intent.

It shall be the policy of the Nation that upon conviction, individuals addicted to, dependent
upon, or those who casually use or experiment with controlled substances should receive
special treatment geared towards rehabilitation. The sentencing of such users should be
such as will best induce them to shun further contact with controlled substances and to
develop acceptable and healthy alternatives to drug abuse.
